A game is never truly finished it seems, much less a multiplayer shooter. Apparently, complaints about Torbjörn's turrets have rung loud and clear from console players, and Blizzard has responded by announcing (albeit informally) that they are working on a patch (nerf) that will reduce the damage done by the character's turrets.
In a thread on Reddit titled "Torbjorn is utterly ruining this game on PS4", Overwatch's Game Director, Jeff Kaplan reassured players that the fix was on its way. He said:
"In an upcoming patch, we will reduce the damage done by Torbjörn's turret by 30% on Xbox One and PS4. PC will remain unchanged.
ETA – Mid to late July depending on 1st party certification times."

I'm a little bummed because I was one of those players that could dominate the field with Torbjörn. And here, I thought it was just pure skill, but apparently not. I see where some of them are coming from, console players are not as accurate as PC players are with a mouse and keyboard, but IMO complaints about not being able to 1V1 a turret without losing most of their health are a bit on the weak side since this is a Team-based shooter.
Here's hoping the fix is for the greater good.
