If all goes "well," then Sony will announce October's lineup of free PS Plus games for PS4, PS3, and Vita. PlayStation Europe community manager Fred Dutton, who last week told us to expect the announcement today, pretty much confirmed the dates the games will also be made available.
"[October 8th] in Europe and [October 10th] in the UK," he said when asked specifically about Driveclub PS Plus Edition, which will likely arrive alongside the other free games. Although he "couldn't be sure" for the U.S. release dates, it's likely that they'll also be announced today, while becoming available for free on October 7th.
So to recap, today we should find out what games we're getting for free on PS4, PS3, and Vita. And if all goes well, these games will be made available for free next week: October 7th in the U.S. and October 8th in Europe. I'm assuming the awkward date of when the first Tuesday falls in October is what caused the delay.
