Wii U won’t let you transfer save files between Virtual Consoles

The Virtual Console for Wii U will let you play the Nintendo and Super Nintendo games you already purchased on the Wii's Virtual Console, but you can't keep your old save files that way, according to Kotaku.

You can still access the old Virtual Console by opening the Wii Menu from the home screen, but the Wii U's VC allows you to play those games on your Wii U or GamePad. Nintendo is providing support for customizable controls and restore points, or "save states," and it plans to bring in games from other consoles later.

If you want to transfer your NES and SNES games from the Wii's VC to the Wii U's VC, you have two options. The first is to move your Wii's data to your Wii U and then play them as normal by opening the Wii Menu.

The second method lets you take advantage of all the Wii U's Virtual Console perks, but you lose your existing save data. You can pay $1 for NES games and $1.50 for SNES games to essentially "rebuy" them on the Wii U's VC — that way, you can play them directly on the Wii U or GamePad without having to enter the Wii Menu.
