A couple months ago, during the month of May, I luckily ran into Ken Lobb of Microsoft Game Studios who informed me that Rare does have DS Development Kits and development has begun on games for the Nintendo DS.
Now, according to Cube Magazine in Europe, Rare is working on a DS
version of the N64 hit; Perfect Dark.
Whether or not this is true is unknown, so please treat it as a rumor as nothing has been confirmed. More as it breaks.
